Elaine Lockley FCIWM

Elaine is a Director of BeEnvironmental Limited and training4imPACt Limited. She has contributed to a number of CIWM guidance documents and is a co-opted member of CIWM’s Membership, Education and Training Committee.

Elaine has worked in the waste management sector for 20 years, mainly in education and training. She is a qualified NVQ assessor and internal verifier. She currently leads the team responsible for the quality assurance and continuous development of WRAP’s Recycling Managers’ Training Courses. She also contributes to the development and quality assurance of other courses developed through WIP.

Before moving into the private sector Elaine was a Senior Lecturer in waste management at the University of Central Lancashire and was an external examiner to the University of Eindhoven and the University of Salford. She has an MPhil in Public Participation in Waste Management. The development of communications plans for local authorities to encourage public participation in recycling is one of her main responsibilities at BeEnvironmental.

Lawrence Conway MCIWM

South Lakeland District Council

Lawrence is currently an Assistant Director with South Lakeland District Council responsible for streetcare services. He was previously with Tameside MBC managing refuse collection services, though the vast majority of his 20 years in the industry has been spent within the private sector with UK Waste Management Ltd working on various landfill and depot operations.
 
Lawrence is a Chartered Waste Manager, completed the Diploma at Sheffield College in 1991 and has various other qualifications in management and financial studies.

Sian Fisher MCIWM
Catalyst Waste Solutions Ltd

Sian established a waste management and IT consultancy business, providing waste management advice and training services to the NHS and private healthcare sectors.  She previously worked as the Waste Minimisation Officer for Preston Acute Hospitals NHS Trust, Consultancy Services Manager for White Rose Environmental, as well as a short stint as a consultant to the World Health Organization in Kosovo.  Sian is an active member of the CIWM Special Interest Group on Healthcare Wastes.

Sian has an MSc in Waste Management and played a lead role in establishing the NW New Generation Group.

Peter Greifenberg FCIWM
Griffin Hill Ltd

Peter is a waste management consultant specialising in strategy and policy. He has a BSc Special Honours degree in Geology. Peter has 25 years experience in waste and environmental management as a consultancy, with the Environment Agency as an Area Manager in the NW region, with Cheshire County Council as its Chief Waste Regulation Officer and with South West Water in trade effluent control. He set up his own Consultancy Griffin Hills Associates in 2001 and is based at Ribchester in Lancashire.

Jane Hawkes MCIWM
Greater Manchester Waste Disposal Authority

Until recently, Jane was employed as a Performance Specialist (environment) for the Audit Commission covering the Northern region. She has carried out inspections in a variety of authorities in the northern region covering District, Metropolitan and County Councils. Many inspections have been in technical areas, and mostly concentrating on waste related areas. Prior to this she had worked in local government since 1979, initially in motorway design and construction, then managing highway maintenance. She held the position of waste management service head at Lancashire County Council between 1991 and 2000.

Jane is a Chartered Civil Engineer and also a Chartered Waste Manager.

Matthew Heath MCIWM
M P Heath Waste Consultancy Ltd

Matthew is an independent waste consultant who specialises in providing advice on all aspects of municipal waste collection services including performance reviews, service design, procurement strategies, service delivery and communication strategies.

He is a Chartered Waste Manager with over twelve years experience working on a broad range of issues within the waste management industry.  Matthew has developed specialist knowledge and gained extensive experience of designing collection systems, conducting comprehensive service reviews and project-managing procurement exercises for a variety of municipal refuse, recycling and street cleansing services. 

He has been responsible for managing numerous projects throughout the UK and has worked with a range of different authorities at District, Borough, Unitary, Metropolitan and County levels.

Hugh Hoather FCIWM

Hoather Wathen

Hugh has been actively involved in the waste industry in both the public and private sector for 33 years and has been a member of the Centre Council since 1983. He was County Waste Disposal Officer for Cheshire County Council for 25 years before taking up the role of Managing Director of 3C Waste.  For the past three years he has been ESA's Chairman of the North West Regional Meetings.  He has a first class honours degree in Chemistry, holds a Masters Degree in Business Administration, is a Chartered Chemist and a Fellow of the Chartered Institution of Wastes Management.

Avril Banks MCIWM
NISP

Avril has worked in the waste industry for 10 years. Originally with 3C Waste on landfill then Project Manager for the Waste And Recycling Program and setting up the waste advisory service providing guidance to industry on recycling and waste minimisation.

She then moved into consultancy, where she was involved with strategic waste planning, contract development and new technology assessment.  Searching for ways of achieving UK and European targets she discovered Mechanical Biological Treatment and seeing this as a practical and proven approach she joined Herhof Environmental.

Avril is now responsible for the delivery of NISP the National Industrial Symbiosis Programme, in the North West, South West and London regions. NISP is a BREW funded programme which promotes resource through business collaboration to create efficiency in business.

Tony Watson MCIWM

Blackburn with Darwen Borough Council

Tony has worked in local government for some 20 years, principally within the wastes collection and street cleansing service areas for Bury and Tameside Metropolitan Borough Councils.  Tony's current role of Cleansing and Amenities Manager has seen him diversify, in addition to wastes collection and street cleansing, into the management of building cleaning, grounds maintenance and also waste disposal for the Council.
 
Tony passed his Institute of Waste Management Diploma in 1992 at Liverpool, and is also a corporate member of the Chartered Institute of Management, having successfully gained numerous management qualifications at graduate and post-graduate levels.  Tony is also chairman of the North West Wastes Managers Forum, whose membership is made up from some 20 local authorities.
